What does Kyoto mean by “accommodation charge”: the room charge and accompanying service charges, not the cost of meals, and not Japan’s consumption tax. Kyoto City’s guidance is straightforward: pay the accommodation tax to your lodging, but some booking sites or travel agencies may already include it, in which case you don’t pay again at check-in.


On a poster designed for both residents and travelers, Kyoto City put it plainly: the accommodation tax is collected to help improve Kyoto City, funding measures against tourism-related issues like congestion and litter, while also preserving the cityscape and promoting traditional culture.


Kyoto has always been a place where the past is cared for, not merely displayed. In that spirit, the city explains that accommodation tax revenue is used to increase Kyoto’s appeal as an international cultural tourism city and promote tourism—and it names the broad areas that benefit:


  • Preserving cultural heritage and scenery

  • Continuing and developing Kyoto’s traditional culture and industries

  • Addressing tourism issues (including reducing traffic congestion and littering)

  • Improving safety and convenience (such as adding gates to metro station platforms)

  • Improving tourist satisfaction and revitalizing local areas
